Berlin, October 24, 2025 – Commerce and Industry Minister Piyush Goyal has expressed optimism about a potential trade deal between India and the United States, saying negotiations are progressing and a final agreement could happen in the near future.
Currently in Berlin, Mr. Goyal recently visited Geneva to speak at the 16th session of the United Nations Conference on Trade and Development (UNCTAD).
Talks Between India and the U.S. Are Moving Forward
Minister Goyal said that both countries are actively engaged in discussions. Officials have already completed five rounds of talks, and the first phase of the agreement could be finalized by the end of 2025.
He emphasized that India will ensure a fair and balanced deal, protecting the interests of farmers, fishermen, and small businesses.
“We are in dialogue and progress is being made. The aim is a fair and balanced trade deal,” Goyal said.
What the Trade Deal Aims To Achieve
The India-U.S. Bilateral Trade Agreement (BTA) is designed to boost economic ties and increase bilateral trade to $500 billion by 2030. Key goals include:
- Reducing tariffs and making it easier for goods and services to move between countries.
- Promoting investments and technology collaboration.
- Supporting small businesses (MSMEs) to grow through new trade opportunities.
- Protecting farmers and exporters from unfair trade conditions.
Challenges Ahead
Despite progress, some challenges remain:
- U.S. tariffs on Indian exports are still a concern.
- India’s purchase of discounted Russian oil has created diplomatic sensitivities.
- Ensuring that domestic interests are not compromised in trade negotiations.
- Both countries, however, are working constructively to overcome these hurdles and strengthen their economic partnership.

- Strengthen long-term economic relations between India and the U.S.
Minister Goyal stressed that India will not rush into an agreement but will seek a deal that is mutually beneficial.
